Rugby is a physical and Body contact sport.  It therefore has a code of conduct and laws to ensure the safety of the players and the good name of the game.

Self discipline is the key to enjoyment of the game but if it slips it needs to be controlled.  Control in the first instance is judged by the referee and if a player oversteps the mark they need to be dealt with.

That responsibility falls within the remit of the Disciplinary Committee, a sub-committee of the ECRU management committee with powers delegated to it by the Rugby Football Union.

There are rules and procedures to be followed should a player fall foul of the laws of the game and these can be found in the RFU handbook issued to club secretary's.
