All Bye Laws of the Essex County Rugby Football Union Ltd shall be consistent with and complementary to the “rules” of the said Union as registered under the Industrial and Provident Societies Act 1965 and hereafter referred to as “the rules”.  A Copy of the Rules is obtainable from the Honorary Secretary via the Administration office on payment of such reasonable sum as is permitted by law

1.            Meetings

1.1.     Procedures for the Conduct of Management Committee meetings (Rule 11.4)

1.1.1.           The chairman of the Management Committee will be appointed at the first meeting of the MANAGEMENT COMMITTEE after the AGM

1.1.2.           Notice of all meetings will be circulated with the agenda not less than 7 days before a meeting

1.1.3.           All votes will be by show of hands and a simple majority will carry the vote in all cases. 

1.1.4.           The Chairman shall have a casting vote

1.1.5.           The Chairman’s statement that a vote has been carried will be unalterable

1.1.6.           Minutes of all meetings will be prepared and circulated to the MANAGEMENT COMMITTEE

1.1.7.           All minutes will be approved and signed at the following meeting

1.1.8.           Where any member of the MANAGEMENT COMMITTEE has a pecuniary interest in a topic he will be asked to withdraw from the meeting whilst that topic is discussed

1.1.9.           The Chairman may exclude any person from a meeting if his behaviour is deemed by the Chairman to be prejudicial to the proper conduct of the meeting

1.1.10.       These rules will apply mutatis mutandis to all sub-committee meetings

1.1.11.       Additional rules applicable to sub-committees:

i)                    The quorum for all sub-committees will be 50% of the membership of the committee

i)                    The minutes of all meetings shall be made available to the members of the Management Committee when prepared.

1.2.               Procedures for conduct of General Meetings (Rule 7.9)

1.2.1.           Scrutineers may be appointed to verify voting

1.2.2.           Voting may be by show of hands or by ballot at the discretion of the Chairman of the meeting

1.2.3.           The chairman may exclude any person from a meeting if their behavior is deemed by the Chairman to be prejudicial to the proper conduct of the meeting

1.2.4.           All questions as to the validity of any vote shall be determined by the Chairman of the meeting

1.2.5.           Minutes of general Meetings will be prepared and circulated to all members prior to the succeeding General Meeting

1.3.               Procedures for termination or suspension of membership or other appropriate punishment for any infringement of any rules or regulations (Rule 5.9)

1.3.1.          The procedures for the above will be in accordance with the disciplinary procedures and Delegation of Powers set out in the RFU Handbook

2.            Patrons

2.1.                For the purposes of the Rules the Committee may appoint patrons under Rule 14.  Individual’s previously designated as Associate Members are herein - after known as patrons of the Union and may enjoy such rights and privileges as the Committee may from time to time determine.

2.2.                Any individual willing to conform to the Bye Laws of this Union may be elected as a Patron at the discretion of the Committee

2.3.                Each Patron shall be entitled to wear the Patron’s tie

2.4.                He or she will be entitled to apply for International Match Tickets through the Union subject to availability.

2.5.                A patron may attend but may not speak or vote at a General Meeting.

2.6.                Each Patron shall pay to the Union, a donation as determined by the Committee and thereafter annually on the 1st July in each year

 

3.            Discipline

3.1.                Discipline and Powers are Delegated by the RFU

3.2.                In exercising the powers delegated to the Union by the Rugby Football Union such reasonable sum or sums as shall be incurred by the Union in arranging and convening an inquiry in accordance with the powers delegated to the Union being a Constituent Body and

3.3.                In addition thereto the travelling and subsistence expenses of a referee or witness (es) attending such inquiry in person and such sum or sums charged to a Club shall be payable forthwith to the Union on demand

 

4.            County Uniform

4.1.                The playing kit shall be a maroon jersey with a single gold and silver stripe across the chest with the County Badge on the left breast, black sorts and maroon socks will be worn by all players in County matches at all levels.  Sponsors logos will be allowed.

4.2.                The alternate jersey will be equal stripes of maroon, gold and silver.

4.3.                The County Committee tie will be maroon with the Essex badge.

4.4.                The County Player’s tie shall be Maroon with single Essex Badge between two silver stripes and shall be awarded as follows;

4.4.1.     Seniors - To players who have played in a full County Championship match.

4.4.2.     Senior Players who have played for the county in other representative matches shall be entitled to wear a representative tie (To be decided single badge shadow seaxe no stripes)

4.4.3.     U20’s  As seniors tie but will have U20s printed below county badge and no stripes (to consider as representatives tie not seniors)

4.4.4.     U18’s.  As under 20’s but with U18s printed below county badge

4.4.5.     Other youth – To players who have represented the County XV in any game whether A or B sides.  The words Youth will appear below County Badge

4.5.                The County Tie with the County Badge shall be available to the Management Committee on payment as agreed by the Executive.

4.6.                The Patrons Tie shall be blue with County Badge and shall be available to all patrons on payment as agreed by the Management Committee

4.7.                Ties for special occasions may be agreed by the management committee

4.8.                Blazer badgers (In a form approved by the Management Committee) may be worn by players, and management committee, patrons and members on payment as agreed by the executive

4.9.                Leisurewear with County badge may be purchased from the county.

4.10.            Honours Caps and other awards may be made at the discretion of the Management Committee
