Essex County Rugby Football Union
Under 14 Squad 2002-3 Prospectus
Barking Rugby Youth Section
This document is intended for the players; their team coaches, the squad coaches
and most importantly the parents.
Playing representative sport for a fourteen-year-old child is a major step, regardless of the sport. Rugby is no better or worse than any other organised sport. Regardless of the best intentions of the governing bodies and the coaches, there will be pressures on the players to retain their positions in the squad, make the selections and ultimately perform in the matches.
There will also be pressures on coaches and parents. Those of you who have guided children through representative sport will understand what I mean.
For some, this will be the height of their rugby-playing career. They may not have the necessary skill, the mental character or the desire to progress further. For others this will be the beginning of a long road. Regardless of how the child progresses it is our intent that the experience will be a great one that they will remember for the rest of their lives.
This document will hopefully be a point
of reference for parents and coaches alike. It will be a public declaration of
squad policy and is subject to modification at any time at the discretion of the
management team.

A few months ago Barking Rugby Youth Section approached Essex RFU and requested the allocation of the management of 2002/3 Under 14 Squad. I am happy to inform you that this appointment has been confirmed.
With the planned exit of Essex from the Eastern Counties affiliation we believe that the 2002/3 Under 14 squad will be one of the most important county squads ever formed. Up until now it has been evident that Essex selection has been viewed as a minor step to ECRU selection. Little value if any has been added to county players; especially within the Schools route and always at the cost to the Clubs whose efforts have produced the players.
We believe this attitude must be addressed and regardless of the “current initiative” within Rugby, the clubs and Essex RFU must protect and invest in their own greatest asset, the club players.
With a new localised and greatly reduced hierarchy emerging within Eastern Counties, we believe that there is now the opportunity for Essex to review the whole approach of county youth squads.
We believe that the 2002/3 U14 squad should reflect this consensus.

Other coaches will be joining the Squad and will be added to the list.
Eddie Gooby made the initial Essex Squad selection at the U13 Essex Cup competition in April 2002.
Clubs who did not attend this competition will be approached during the early part of the season to nominate suitable candidates for review.
Unfortunately due to the nature of the game rugby squads are obliged to observe a numerical formula to ensure that the game can be played. As our mandate is to form two teams for the season the squad disposition will be based on the following numbers.
Position Nos.
LH Prop 3
TH Prop 3
Hooker 3
Locks 6
OS Flanker 3
BS Flanker 3
No.8 3
Scrum Half 3
Fly Half 3
Inside Centre 3
Outside Centre 3
Left Wing 3
Right Wing 3
Full Back 3
As a larger squad will become unmanageable, it has been decided that there will be a process of continuous assessment.
For a player to be considered for assessment, they must either be recommended by their Club Coach and the Club Head of Youth to the Management Team and await an invitation or be invited to attend a Squad Session directly by the Management Team. Squad sessions are strictly by invitation only.
A maximum of four new recruits will be reviewed at squad sessions. The candidate will remain under review by the coaches until such time as they are asked to return to their club teams or are formally accepted and another squad member is dropped.
A dropped player is obliged to miss two squad sessions before being eligible for re-appraisal.
The U14 Squad will field two teams this season. The teams will be known as the “Essex Kestrels” and the “Essex Eagles”.
It is not our intention to project a concept of an A and a B team. Both teams will be competitive units. The composition of both teams may change to match the task before us but the intention is to ensure that the full squad should experience competitive representative rugby.
We will not withdraw a player from Club selection to sit on a bench if we do not intend to play them. Unfortunately this is sometimes unavoidable but we recognise players especially from non-rugby playing schools must remain match fit.
Team selection will be made by the selection committee lead by the Head Coach.

There is no connection between this Squad, which is the Essex Clubs Squad, and the Essex Schools Squad.
We are unsure of the position of Essex Schools regarding U14 rugby. We are not aware of any activity at this time.
As host of the U14’s County Squad, Barking Rugby Youth Section would like to make it absolutely clear that this exercise is not considered a source of recruitment for the Barking U14 Squad.
There has been a tendency in the past for this to happen in other squads. Barking Rugby considers this practise to be unethical and detrimental to the Club structure that we believe are the foundation of Youth rugby.
Barking Rugby will therefore not approach any player who is a member of the Essex Squad.
It is our understanding however that any player may approach any club and apply for membership. This does not have to be exclusive to one club. However players are bound by local competition rules and may be “cup tied” if they have represented another club in a previous round. Barking Rugby have an internal policy that we will directly approach the current club of any player wishing to move mid season. We will also take the opportunity to discuss the situation with the parents.
One of the prices of playing representative rugby is recognising the demands that are made on the better players. The Management Team in recognition of the demands of practise and playing for school teams, club teams and professional elite squads (i.e. Saracens, Wasps, Harlequins etc), will follow RFU guidelines of allowing no than 60 minutes competitive rugby within 48 hours.
This means if your son has played for the school team on Saturday, he will not be eligible to represent the County on Sunday.
Ultimately whether a player attends training sessions five days a week is a matter of parental control. If we feel the player is over stretched, we rest them. Children will always want to play and attend every session but rugby is a very physical game and injuries must be given the necessary rest to heal. There will be injuries. It is unavoidable.
We would therefore ask parents, having advised them of the County commitments as early as possible, to assist by helping the players plan their schedule.
The Essex U14s Squad is formed under the auspice of the Essex Rugby Football Union.
The Essex U14 Management team are responsible to the Essex Chairman of Youth, Peter Howard who may be contacted via Basildon Rugby Club.
Further information about Youth rugby in Essex may be found on http://www.essexrugby.com
It is the belief of the Management Committee that the Essex U14 Squad has an obligation to set the standard for all Essex U14 club teams.
For the clarity of all concerned with the organisation it is our belief that these views should be set out in writing before the beginning of the season and be distributed to all players, parents and officials for discussion and agreement.
The ultimate objective of any Youth Rugby organisation is to play rugby, the game we all love. To play to our best potential it is essential that the squad and its extended family live in harmony.
The Squad Disciplinary Committee will consist of the Team Manager, the Head Coach, plus one other Coach.
Wherever possible all disciplinary matters will be handled within the Squad but it recognised that ultimate jurisdiction lies with Essex County RFC.
The U14s Squad will observe dress codes at all Squad events.
Players are required to attend all training session in smart casual attire. Players will be expected to wash and change after the sessions.
Kit is required suitable for the conditions. A second dry change of kit is advisable after lunch or for indoor sessions. Dirty and wet clothing may not be worn in the Club House.
For health and safety reasons, players not suitably attired especially in cold conditions will be asked to leave the field.
Players are required to wear Club No.1s before and after the game.
I.e. Club Jacket and tie.
In the absence of Club Jackets, School blazers may be substituted.
We are considering the idea of Essex County Blazers for the U14 Squad. These will be available for purchase later in the season or ideally we may find a sponsor.
Players are required to bring to all sessions and matches: -
Soap and Towel (showering after a match is not optional)
Gum Shield
Spare Studs
Water Bottle
We would ask parents to support us by observing the squad rule of a total ban on alcohol for all members of the squad.
The social consumption of alcohol and rugby are synonymous. However from a legal and ethical standpoint we cannot condone any player consuming alcohol during a Squad event. For clarification this includes “after the game”.
Any player caught consuming alcohol will be brought before the squad Disciplinary Committee and will be asked to leave the Squad.
Smoking in any form is not acceptable for a member of the Essex Squad.
Any Squad member found smoking will be considered in breach of squad rules and will be subject to discipline.
The use of any drug, stimulant or performance enhancer not taken under medical supervision by a doctor is an unacceptable practise.
If any player is taking medication, they should make it known to the Head Coach or the Team Manager. Failure to so will be considered a breach of squad rules and will be subject to discipline.
The Management Team believe that any form of “natural” or synthetic supplement to the diet of a 14-year-old player is unnecessary and potentially dangerous to the long-term health of the child.
Although the diet of a 14-year-old player is a parental matter, the use of supplements for other than medical reasons will be considered a breach of Squad rules and will be subject to discipline.
If a player is taking supplements, please make this known to the Team Manager.
Player behaviour at any Squad activity will be under constant scrutiny. Player’s behaviour and discipline records on the field at Club level will have direct consequences within the County Squad.
All players are expected to behave in a manner in keeping with representing their Club and the County.
The Essex U14 Management Team, the Coaches or Barking Rugby Club cannot take any responsibility for the personal property of players. Players are strongly advised to write their name on all personal property.
Any lost property should be handed into the Team Manager or a member of the Coaching staff.
Theft of any property by a member of the Squad will be considered a most serious matter and will be subject to discipline.
Barking Rugby is a supporter of the RFU initiative for Child protection and has appointed a Child Protection Officer for their Youth Section.
The Essex U14 Squad will also fail under the Child Protection Officer jurisdiction.

Foul or abusive language is not acceptable at anytime during Essex matches or Squad sessions.
This season society referees have been asked to target bad language on the field. We can expect this instruction to manifest its self as penalties and ultimately sin binning for consistent offenders.
Players using unacceptable language at any time will be reprimanded. Constant use of bad language will be subject to discipline.
The Management Team recognise the importance of parent communication and we will endeavour to keep parents as informed as possible. Although most players of 14 consider themselves grown up we recognise that parents consider themselves an extension of the player.
We would ask Parents to direct all their formal communication through the Team Manager, Adrian Peters.
In all cases of discipline or if the player is to be returned to their Club, we will consult with the parent, if available or the club coach.
The Essex County U14 Squad has been formed with the objective of playing the game of rugby to the full potential of the Squad.
This is not a short-term objective. The intent is to begin building a squad who will peak as Under 16s playing the full version of the game. Although we expect to win our fixture from the outset, this will not be our measurement of success.
Barking Rugby intend to coach a very fast open style of fifteen rugby best suited for the light fast ground on which the Squad will train. The intent is to move ball and attack at pace in close support. This will require a Squad to reach a high level of fitness, strength and technical skill.
We believe that not only will this be great fun to play but also a pleasure to coach.
The intended training schedule is as follows;
See Training Schedule
The U14 Squad match commitments are normally restricted to a three round tournament with the other members of the Eastern Counties, Norfolk, Suffolk and Cambridge. These matches are scheduled between the 12th - 19th April.
It is our intention however to expand the season this year to include games against other county and Club sides in the south of England.
The U14 Essex Squad is a self-funding organisation formed under the auspice of the Essex County RUFC.
Barking Rugby Youth Section, as the hosts will provide at no cost, the use of the Club House, pitch facilities and training equipment. The coaches and management team have contributed their time free of charge.
As with any organisation there will be ancillary costs involved with running the squad. Writing to or phoning 46 players is a time consuming and expensive process especially on top of the normal club activities.
It would be therefore very helpful if parents could help by communicating within their own groups wherever possible. It would also help to know how many people have access to email and the Internet.
As normal transport will become an issue that will need to be addressed once the Squad commitments are confirmed..
